Reformatted file for readability. Removed two cruft blocks from Loan In service configuration, per CSPACE-4475. Uncommented authRef fields for Concept authority terms, nearly all in Cataloging / CollectionObject and in authority records, mindful of CSPACE-4983 and CSPACE-5115 issues.
